Cops see CEO pay after piling up OT

East Valley police officers are raking in huge amounts of cash in overtime pay even as the cities and towns they serve face growing budget deficits that have forced deep job cuts and other cost-saving measures.

These were the findings of a review of the top 100 salaries of public officials in Mesa, Gilbert, Tempe, Scottsdale, Chandler, Queen Creek and Apache Junction, and Maricopa and Pinal counties.

The review revealed scores of rank-and-file officers in nearly every community had made well over six-figure incomes last year and in some cases earned more than the police chiefs they work for.

The look at the paychecks of public servants also shows that even those at the bottom of the various top-100 lists made far more than the average worker in the county. According to the U.S. Census Bureau, the median income in Arizona is roughly $43,000 per year.

In most cases, municipalities paid those employees who rounded out the top 100 more than double the county average. Apache Junction and Queen Creek were the only two communities where that was not the case.

Yet in other nearby communities and in Maricopa and Pinal counties, employees near the bottom were bringing home $90,000 to $100,000 per year.

Public officials defend the high-paying salaries, saying they need to pay their employees well to attract and keep the best and brightest.

Opponents of the practice criticize the incomes as a symbol of a government that has grown too large and wants its workers to be paid like CEOs.

Tempe police officers reap OT bonanza

Tempe paid a rank-and-file police officer almost $90,000 in overtime last year as the city forked out large sums of cash to members of its police force to work extra hours.

The overtime pay for the Tempe officer, whose name is being withheld because he works undercover, was well more than his $78,000 in base pay, making him one of the highest paid employees in the city.

According to city records, the unnamed officer ranked third among all Tempe employees, making almost as much as Police Chief Tom Ryff.

“There was a special need he needed to fill and we as a department were happy he could step up to the plate,” said officer Cindy Davies.

Overall, more than a dozen officers with the department made more than $25,000 each for working extended hours. Both city and police officials said the high number of special events in Tempe — particularly downtown — are driving up the need for overtime.

That has compelled some to question whether it’s appropriate to have that many officers working long hours.

“You don’t want officers working so much that they become ineffective,” said Linda Spears, a former member of the City Council. “So for me this becomes a public safety issue.”

To address the problem, the council voted to allow the department to fill more than 50 new positions — half of the number is reserved for sworn officers.

“These guys were getting a lot of overtime because we were understaffed and we needed it,” Councilwoman Onnie Shekerjian said. “I will be asking for the overtime sheets in the future to make sure there is more accountability.”

Mayor Hugh Hallman said he was happy with the way the police chief was running the department.

He also said that hiring new officers may not be the most cost-effective way to deal with the overtime issue. In some cases, it saves taxpayer money to dole out overtime because it’s more cost-effective than hiring a new officer and paying their health benefits.

County workers earn high salaries for region

A review of Maricopa County’s top 100 salaries shows that even those at the bottom of that scale make nearly three times the money of the typical Valley worker. County Manager David Smith is the highest paid employee in the county, making more than $227,000 per year, according to county records.

But even those rounding out the bottom 100 salaries made more than $127,000 a year, almost three times the median salary of $43,000 in Maricopa County, according to the U.S. Census Bureau.

Critics said this is a reflection of a government that has grown too large and wants its top employees to be paid like the CEOs of corporations.

But others defended the high salaries as necessary to recruit and keep talented employees.

“Every one of our salaries are market based,” Smith said. “You need the best people you can get to operate a $2.3 billion budget.”

Smith said the county compares its pay structure to similar counties across the country such as San Diego and Orange counties in California, or Clark County in Nevada.

But others said the pay shows that too many people have become dependent on government.

“Honestly, I would say part of the problem is we have government doing too may things. The mission has gotten too broad and we’re expecting them to act like CEOs,” said Bryon Schlomach, an economist with the conservative Goldwater Institute.

Too often, he said, government officials are asked to act like “Wall Street brokers” in that they recruit businesses and broker other big-dollar deals normally associated with the corporate world.

“If you really want someone to do all these things you can make that argument you have to pay them really well,” he said.
